Well developers was like more on the defense and the scammers are more on offense so if scammers can break the defense they will try anything just to get through.

hackers most of time take advance of bugs to steal funds from the exchange hot wallets, so when this happen yes the hacker found the bug before the exchange developers and so he was better then them

That question doesn't make any sense. The developers' job is only to create and maintain a specific coin, not become a police to hunt down scammers in the platform. That job (hunting scams) is not even quite possible to solve and prosecutr especially in decentralized markets, where the address is anonymous and identity could be faked.

The developers are programmers who are responsible for carrying out projects, they get paid for that.

The others are thieves, they don't need preparation, they are cheats, if being a thief to you is to have talent, you have a bad approach to things.

Scammers are useless for one thing to steal. In fact the comparison is an insult to those who do things well.

There have always been scammers and they have always find more and more tricky ways to cheat and get peoples money. Developers can't predict all the possible ways that scammer would use to achieve their goals but once a new way appears developers react and fix it. But what can developers never fix is the way people easily trust scammers.

I think so, if there is no inside job that happening or just a drama of those scam exchange, scammer is very talented because they learned that skill by them self and not with the school.

some of the hackers are programmers and that is why they could hacked binance before and stole a lot of BTC
so there is not unlimited protection , we do our best to protect our money as much as we can 
and every day some protection method appear also some hacking programming appear also

developers developed any websites they can do any proper rehearsal so they do no where site is weak, and they launches website's but this hackers always search websites loop holes when this hackers found this weak points they this websites, but in few hours developer regain this website, but this hackers stolen all information, so I think hacker is better than developers it's my personal opinion, not sure

Hackers or scammers don't need to be smarter than developers all the time. Most scammers only try to find username or password of users to gain access to their funds. They don't need to penetrate into protocols deeply. Some of scammers even don't get themselves busy with the hacking process. They only design scam plans to fool people like phishing E-mails or ask for money through threatening.

Yes,it is possible that the scammers are more talented if they have the same experience as the developers as well as the skills. But if the scammers scam because of the failure of the users. They share their passwords without looking the domain name. So that happens.

I think it's not possible if everything is under the control of scammers. Scammers are more talented than any site that simply can't run. Scammers are nothing more than talented developers.
