I think yes, BUUK means that the developer is not talented, but of course there are always gaps in a system and hackers are more talented to find that gap and hack into the system The most important thing is prevention and anticipation, In general hacker is more talented..

Yes scammers are more talented than anyone. They make you fall into greed of  money. They provide you impossible offers to earn money and finally a unknown user falls into it and loses its all money. Thats the bad talent of scammers.
