The "third world" countries are in need to develop their infrastructure first of all, as there are many parts of them that don't have access to basic human needs, as clean water, food and electricity. Their main cities provide this but I think that cryptocurrencies are meant to be used by everyone and everyone has to be able to access financial freedom. Still there is a part of the population in these countries that can have access to cryptocurrencies and in my opinion it will be for the best of both the population and their governments to promote them as much as possible.
