I think there is no one to conduct Bitcoin halving event dude. There is already designed code from Satoshi Nakamoto to conduct this event because Bitcoin can not be controlled by any backup company in this world.

This is a good question. I think that no one can control Bitcoin, but it is done half by designing blocks, where the quantity is reduced by half, and the quantity is reduced for miners, meaning everything is automated, and no one controls it.

Yes I think that you are right satoshi Nakamoto created a vast knowledge in cryptocurrencies and he already published it so you are right that there are no one that control cryptocurrencies because it is independent.
