I do not think that governments have to take measures, security measures are in the same users, if there are weaknesses or vulnerabilities in their online security, most likely they are stolen, no government will respond or replenish that money, in addition to Governments must be kept well away from this technology.

When you start dealing in money start thing is to make secure it from thefting and in crypto accounts i would suggest 2AF  security must be apply.So we can avoid hacking of accounts.

These incidents always happen and much more money has been stolen, and governments can't do anything about it, but this is normal. Can governments do something if a bank is stolen? Sure, this will cause some panic for the people, but it will lead to the closure of banks and so do Bitcoin.

Taking something from owner consent considered stealing and person called thieve.Now a days we have hackers who are doing this to common man because they knew they  do not touch the high profile peoples and could not get away with it.So if it is 40K or 4 $ stealing is stealing.We do not know whose money is all of his life saving.

Hackers will be there no matter what we do which is why exchanges always tell you to be careful with your passwords and don't connect to public wifi because your info can easily be picked up by a hacker. Hackers are dangerous to crypto indeed.

Hacker does not attack any exchange they particularly hit the specific exchanges.The exchanges have their own security but some time hackers find their way to implant bug in it or  crack it.I agree with you do not open you account on public p.c they can be tempered and you lost your account their.

Well if its all you have to trade with then I'll say thats a lot of money to lose and no matter what happens it will take lots of time to get it back whether you go to court or sue the exchange or wallet tou had it in. Which is why safety is the number 1 issue in crypto.

That is why it is preferable to use decentralized exchange or a new features to be available, in which users has full access to their keys

I have recently read an article about the guy who is suing bittrex exchange because a hacker found a way to bypass his 2fa and he stole 1 million dollar worth of crypto of his account and he targeted him exactly not the exchange.
