For fees it should not be the criteria since almost everyone of them have 0,20% trading fees. Always check on volume and liquidity and nothing else. You should also check if the support is responsive.

First of all an exchange has to be user-friendly. I've seen exchanges where trading was a nightmare. I traded in Kraken in 2017 and it was taking from 2 minutes up to an hour just to make a buy order and buy some Bitcoin. It was an awful experienced and Kraken did go on this way the whole year, with lags and errors. It was one of the few exchanges connected with both US and EU banks and made it easy to deposit. Finally they managed to upgrade their servers and infrastructure and offer something a little better from what they had. Still not much as Coinbase and Binance are already ahead of them.

From my using experience I can say that main quality of a exchanger is how secured it is. Without security your exchanger is useless. That's why I think so.

look from my opinion not only the volume is the most important factor because some exchanges like crex24 uses bots to increase the 24 hours daily volume to make users come and trade 
so for me :
binance and bittrex and yobit are the best exchanges because they have real daily volume and high liquidity
so you can trade in one of them and make some profits

Good exchange site would have the best exchange rates, trading fees, withdrawing or deposit fees and all features like withdrawing trading and graph presentations are operational. Legit exchange like Yobit processes all transactions as quick as possible.

It's a mix and balance on both. Normally, traders would want to go with exchanges with lower fees (for profit ofcourse). But still, traders assess an exchange's reputation based on its daily trading volume. Higher trading volume means that more people actually uses it, and therefore could be a trustworthy exchange which you can trust your funds to (and more likely to be not a scam).

If the exchanger Royal with you in buy and sell you will always work on that exchanger so the exchanger must be able to help correctly there users..and also exchanger must down there fee for there users

When we invest any exchange to do trading then follows this qualities,like how much old this exchange in crypto market its volume how much fees take when we trade, and how time takes to return our funds and finally how much useful pairs add this exchange, because so many exchange add useless coins.

both of them that you mentioned are important, but i usually search the trading fee and after i check the volume. fees are very important because are a lot of money and volume is also important because without it you can't trade. so as you can see you need both of them and not only one as "main" reason

The main thing of exchange is the volume and fess .The important is that we should want volume larger with low fees.

Maybe simple to use, and then a lot of other reason. For volume maybe can be changed with if we pick highest volume. And then support which fast respond. About fee maybe not a problem for me because for taker or maker is already rules of the exchange and withdrawal fee can be done with change it to cheaper coins/tokens.
