FBI is the most secured agency. I guess they use bitcoin for anonymous transactions. I also think that they are going to hold their bitcoins for future.

Yes. I believe there are more than the published amount if we talk about silk road. Maybe the road is too smooth for the real amount.

I don't know how the FBI got all these Bitcoins but if was to be asked I would definitely say its the seized assets that they recover from criminals. For satoshi its just makes sense since they/he/she is the founder of Bitcoin. As for the rest its definitely and investment strategy.

For me and base on the photoo, maybe they are just holding it. They just waiting the right and exact time when they will invest bitcoin and get lots of money from it. Also, maybe they hold it because FBI are investigating bitcoin very carefully.

This picture has changed a lot since the moment it was released. I also doubt that Bulgarian government somehow is so much heavily invested in Bitcoin. The Satoshi wallets are correct, although I think that after 11 years of no move from them, we can consider them irretrievable coins. Coinbase and Binance wallets along with Bitfinex are the ones holding the most today.
