Totally congestion issues and you just have to wait because as it stands there are several transactions with higher network fee compare to your transaction and have to be cleared first . I think the only way of cancelling transaction is by checking the number of NONCE in your pending transaction, then send 0 (zero) coin to the same wallet address and enter the exact number of NONCE in your pending transaction.

Crypto wallets are totally anonymous, meanwhile the amount of coin contained by any wallet can be seen through blockchain scan but can't be tracked. I think the wallet can be placed on hold if several people complain to the wallet managements.

Network fee is determine by the congestion in the blockchain network. Miners normally clears the transactions with higher network fee. That is to say that your transaction might be pending if you set minimal network fee .

Honestly Network fee has been on higher side this days and see no reason why the gas fee (Network or miner Fee) should be higher that the amount to be transact.
