I think we can not but a account from unknown person because mostly here scammers are present . It is a very dangerous to buy a something from unknown person. Because we don't know it  may be he was thief. So we can't take a risk to buy something or account from a web.

You should take care about that. The account you are going to purchase from any unknown person. So you should take care that , the account is in working state or not. And check this account it is not a banned account. 

And also check the account has how much numbers of reputation points and if the account is able to give you back then you can purchase it otherwise you should avoid it.

There are some online friends that are genuine but I won't advise it. You should only do deals with people you know because in one way or another you'll be contributing to their growth too. People you don't know, it's better you don't do deals with them till you know them better

Yes you can buy an account from any person who is sending the account but you need to be careful because your account can be reset it by your email address
