It does have the lowest fees for every transaction that you make and they also have a lot of users so I can safely say that they are legit. Currently the binance is the top crypto currency exchange. You can trade in binance. Because there is good liquidity in binance, you can easily sell and buy big amounts. But no exchange is safe. The exchange will only be used for trading. Never hold your fund on the exchange. Exchange owner can do any kind of drama at any time. So it's good to be careful.

In my opinion, there is a thing taht's more important than the exchanges rate, it's wether the pair of coins you trade on are available in that platform or not, bcause as you know exchanges have different coins listing (and different tradable pairs), so it's mandatory to look for exchanges that meet your needs
