Anyone can participate in an ICO because this venture has few restrictions, if any, assuming the fact that the token is not a security. Compared to the global pool that many investors find themselves in, with ICOs one can easily raise astronomical profits if things go well. However, there is a large margin of risk because they are extremely speculative since most of them raise pre-product money. But before discussing ICOs in detail, let us look at the historical context of how the entire trend started.

DEFI has been the alternative now, but you are right about ICO, they introduce a coin the people should invest in it in a way they will be the first investors and the price will rise before the coin becomes tradable. Many of the project like this became scam and some were succeeded.

I think that ICO will perhaps not be used a lot more. It is very few times I hear about this but perhaps it can have a revival as new crypto projects can appear and will need funding as startups. If it becomes profitable as what I'm reading was in the past then I'd be happy to be an investor too, but we have for now many coins and it is very competitive and difficult for startups.
