I feel just creating a poll cannot be counted as a topic. Similarly just participating in a poll without any additional comments should not be counted as a post. Similarly if only comments are made without participating in the poll should be counted as a post. But the administrator and moderators are the final decision maker.

when you make the poll that means you make a post and add your comments too and people put replies on that it means it takes time to make the post and that will be counted as the post and topic as well.
