Some time ago I was sanctioned but I continued working normally, I just had to admit my mistake and they allowed me to continue doing my job without any kind of restriction. But I only received a warning point that luckily has expired and now I am much calmer.

Yes you are able to give ratings and can also reading all the posts during restriction period and also you are still receiving the payments for the post which you have made before restrictions. But you Will not be able to make any post for the time which moderators gave to you.
