My friend, I'm afraid these points you explained are totally wrong. 

First, there isn't any connection between setting a profile picture and the strength of the account in the forum. 

Second, who said members should not keep commenting on posts and have to create a topic daily!   This will definitely affect the quality of the topics, and many will be deleted. 

Third, if members without sufficient knowledge and experience move between sections, commenting and creating meaningless posts; this will definitely get them banned.

People get negative assessment when they create topics that are not useful to the forum and same to members that give reply to topics that are not reasonable This negative assessment is based on observation of the adverse. The real reason for its negative assessment of the articles published by the applicant.

I don't think getting a negative reputation has anything to do with the profile picture, because it was never mentioned in the forum rules that they should be put in place.
In addition, I think that moving between sections is necessary, but not for new bies and junior members, as this may reflect negatively on them.
