Nice Idea, I personally make comments on any post I find useful and any post I feel I can make positive contributions. Because I personally don't see the need of comment if they ain't gonna add up to the post or in some cases correct the motive of the post.

It is a good idea to respond to these topics with less discussion, but remember that the topic is useful and will not be deleted by moderators as useless/copied content. I also do the same I go to such topics, if I have an idea about it then I proceed posting useful information necessary to that topic

The answer to all posts depends on the person and the question.  If the question is very important in the forum then you will get many answers.  And if the question is not so important then you will get less answer.  But you can answer all the questions if you want.

It good to comment on posts that have more than 100 replies honestly but there are some post that has less replies that would help you, the topic may sound a bit weird but if you enter the topic and view it all, you may find it beneficial, I comment on topics that I feel I need to read about

I like to reply on hot topics. Because most of the hot topics are helpful and provide informations in details. I'm benefited in two ways - i come to know about unknown information and the topic has less chance for being deleted.
