As I know Dogecoin is just a meme coin started as a joke. So it don't have any plans for development, new usages etc. It's just as it is. You can think of it as of any third world country currency - if it's economy don't advance ( develop ) so will be its currency - no support and no demand which can raise it.

My own opinion why I think it's price is stucked is because there is no serious development going on in the project. Another reason I think is the supply of the coin.

Personally, the reason that DOGE has not evolved in its value is because it does not add value to Blockchain technology, this crypto is one more currency in the market, unlike others such as ETH that did add value such as contracts intelligent, or ChainLink, the first oracle that connects the Blockchain with real life, perhaps DOGE is a currency with a lot of tradition or stable but if in that added value I do not think that it will increase in value beyond the traditional one.
