I think you can, but from time to time I leave two minutes..and after that continue this remark ... and also it is better for your comments to be useful and in the context of the topic..and not to comment for the sake of commenting only

Yes you can comment at any time but you have to leave a difference between each comment with a difference of at least 5 minutes and then you put a comment

İ think this forum is open for comment 24hrs every day, and each comment you make is counted daily. Like if you check the yobit.net/en/crypto talk you can check how many comment you have made for the day and get your full analysis there.

Well, personally I have not had any problem writing my posts. In fact, I write many times in the morning and sometimes at night. I think we can write at any time, since I recently published a couple of posts at dawn without any problems.

You can comment at any time, at any place (except from the countries cryptotalk does not allow). There is no restriction that says that you can only create topics or post between specific timings. I am pretty sure that you received false information regarding the timing.
