I dont know what you understand, I write for "begginers" if they want of course not that I recommend to them to start gambling.

I recommend to someone to start with gambling, come on! If you read some of my posts you will know that I dont recommend to any one to start gambling.

I write clean "with small amount" which means recreationally not to invest your life savings in gambling!

For small amounts fee is unprofitable, but most payment processors have high commission for small amounts. also i must say i live in Serbia, and we pay highest fees for withdraw from all payment processors 
you can see ratio for withdraw amount of 21$  in attachment file.
also payeer have high minimum for transaction in bitcoins.  I use this procesor because i work on many Russian sites and they the best for me as a user. 
about second question my account on planet of bet is on com domain (i dont know is this only domain for this site)

I don't bet much but I know for this site few years, and like you can see comment above that one user have experience with this site. Plus you can see screenshots of payout. If you still suspicious, try with lower amount and see how it work. I dont know what to tell you, and yes since 2006.
