You will get paid if you comment on any topics, unless the topic will gt dleted after you comment on it that means low quality topics, and also topics on some sections will not get you paid, other than this you can comment on posts that have been created long time ago.

I don't think there are any restrictions on how to comment on a subject. There is a tendency for them not to be eradicated due to old age, there are some that have just been published but they are usually deleted because they do not follow the prescribed rules, there is no need to see if it is old.
