I totally agree with you on this,some of us are found of commenting on low quality posts ,and in case we don't know when the post get deleted our comment on that same post will be deleted as well,which will affect our post count and we'll end up not getting paid for that post,so lets be careful

Yes friend most of post are useless and repeated. Most post about how to earn money ,way of earning, which method work for earning and so on. But this thingand act is totally wrong . You are making such mistake which can be the reason of ban account  so avoid from thing act and make usefull post by hard work.

Off course you are right . You have a eqaul right to give the comment on each post either positve or negtive. If the post contain good quality contents you should give the positive feedback . If the post contain irrelevent information you should give negtive feedback .
