I think that what is meant here is, the ascending from the bottom to the top, because the flow of the bull is this way as I know 😅

 

Perhaps the intention is about high currency rates and trading, or the rise of one of them significantly and noticeably to the top.

Well its just a terminology use to refer upward trend of crptomarket like if the market is going upward meaning if it is going high and investors are interested in investing thinking it will gain more momentum then this is called bull run.
