Actually, There is not any permanent solution to this problem and you only can limit the amount of spams by making new rules. This is very difficult because Google is not very interested in the swindlers in the field of digital currencies for this will not make any effort. Your suggestion is too good.. We can save ourselves as well as others by reporting them.As you say that if 3 people report them then there account will be banned.. So if we think that this person is a spamer then firstly we need to confirm it through different ways and report itself and ask other friends to report such a person so that his or her account shall be banned and people remain secure from his threat.

The moderators and admins of the forum are doing a great job of keeping spam to a minimum and I think they have been able to raise the quality of posts after taking the latest steps. If registrations are reopened and spammers are able to join again, there is probably more to be done.  Thank you
