I would opine, that it could be because btc has been steadying growing. Since btc is trading at around 28.5k to 29K, so it is very likely that is pushing the price of alt coins even on a smaller scale, but its only logical to assume it btc that is driving the price

Well i am gonna hold for a long term for alt coin because i believe that they are risky to buy for a short term and if you wanna benefit from it then you have to wait for no matter how much time it requires and as soon as tge market gives you opportunity you have to grab it

Yes I agreed with you, some altcoins may increase as a result of pump and dump, some may even increase because the people behind the project worked to increase it's values in other to defraud people of their earnings, and those kind coin not be tradable unless you see and exchange that support that and will exchange it to other coins for you
