I think everyone can not post in each section. It is because everyone have not knowledge about every section. If you want to post in any section than you should have enough knowledge about that. You have to follow the rules as well.

You must actually publish in all sections, but beginners are prohibited from publishing in the rest of the sections and wait until completion, or at least a week has passed from the completion of the first hundred publications
