Dear friend i am new there but i think that this a Russian wallet and it also secure. 

But i also know that the withdraw fee of this wallet is very high .

As we all know that we earn a little bit coin and there is a less amount if we loss this low amount in the commission of withdraw from that wallet then it will be a loss to us. 

So finaly i think that we must think about other wallets then thinking about payeer because payeer has high withdraw fee and alao higher commission then the wallest.
