Yes, posting topics secures that the members will see your post first and when they find it interesting they will mark it useful and give it good rating. Compared to replying to topics where you comments would be posted in the last page and not many people will notice it unless their comment is posted in the same page as yours. Posting a topic, makes your replies or post more noticeable.
