Except from too many ico and ieo the market has too many gambling sites. It probably doesn't cost a lot if it is made by a good developer but most of them are profitable so it can be a good idea to invest in them if they offer opportunities to invest and take cut of the profits.

Gambling is not a good decision.By investing in gambling, you are not sure whether you will profit or not. Sometimes it happens that in gambling., you get more profit than you think, but sometimes  it happens that It eat all your investment.
