Yes the $10 ofr coinbase refferal link is available in any country but the free cryptocurrency give away  is not available in some country the give away is only available in some selected country like US.

Is the offer valid for old users? Or i should open new account from another device? , But i heard about the referral program , it required the referrals to make trade with 119$ to count your referral if they joined without doing thing , referral won't count

Yes your right to get the $10 from refferal program your refferal need to atleast deposit or trade $100 worth of cryptocurrency, as for the Cryptocurrency give away you need to joined the wait listed but only selected country can participate in the give away.

So it's very hard to make your referrals make any transaction with the amount, i heared before and No consideration was given to the matter, so i forgot it because, Convincing someone to do it, is a little difficult

I have been using coinbase since it was release but I only know about the refferal Few months ago,And you can try joining the waitlisted if you already miss the refferal but to joined the waitlisted you need to be KYC verified.
