When the results of possible analyses proposes the right time. I don't think proper trading should only be based on one particular point in time or when one pleases.

well i dont think anyone need to pay for courses because those usually cost more than 200$, you can learn trading by just following other experts trade at first and then you start to develop your own strategy for trading.
