I think it's depend on which project you want to buy mate, Some project was giving us something new and suddenly it's succesful when listed on exchange but sometimes it fail too (Around 70% project that running ICO today was fail), So for safe maybe you better to buy on exchange than ICO.

As a trader I prefer to wait for the coin to be listed on the exchange because it will usually get the lowest price when the first chart appears

Not all the ico coins use to have that but in price they either increase a little I price or totally fall in price with no recovering

at the moment in my opinion its better to buy on an exchange other than coins or tokens it can already be traded the level of risk is also smaller.
