One can always make an ERC20 token by hiring an experienced Solidity programmer that can program his coin. It will be an Ethereum based token but still won't need any changes in the code and will be able to run it forever. These services do not cost that much, and this is what thousands of projects are doing. 
Of course I'm against this overpopulation of the Ethereum network with thousands of useless projects that try with minimum risk and cost to sell their ICO's and make money.
I agree with you that there is a need for capital and programming experience, to create a project that will run on its own chain and will become successful. I still think that there are opportunities in the market and that good projects can grow in popularity.
