How much minimum money one require to launch/create an Ethereum based new ERC 20 token?

I'm pretty sure the amount is zero, just google free erc 20 token maker or something like that, plenty of sites for it.

Of course if you want all sort of infrastructure around it yes it will obviously cost money, that should be self-evident. When doing an ICO you should have a look at your countries laws regarding that kind of thing.

Though you can create and issue your own Ethereum Erc 20 token for free, you will still need ether to create pay for the gas fee. And also you need a good project to get people to invest into your token.

What project do you want to create a token for?
