I think this is very clear and straight forward, we need to give reputations base on worthiness of the posts, so also suggest we make corrections to those posts that are not worthy of positive reputations and not given them directly, this is my thought on this.

While giving reputation whether it may be positive or negative we should not give it on the basis of any relation with the person posting it or out of any rivalry. We should be unbiased and should give reputation to those who deserve it. A negative reputation should be given properly after verifying the topic and if it appears to be unnecessary or useless negative reputation can be given.
