Hi dear . I'm also a newbie like you. I would like to tell you that we should be so careful with the rules and regulations in this platform.Always think well before you do. Before taking up any topic we should definitely look upon whether the topic is relevant or not.

Sometimes it will be allowed because if same topics are posted in different language means it doesn't have much problem with it. Everyone should try to make it in English so that it's easy to understand.

Those people who don't have proper English knowledge can basically use any translator. As you said everyone mayn't be having prominent knowledge in English but that is not a reason to give up we should try hard to learn and grow our English language.

I always give comment on those topics in which I am able to provide good and sufficient reply . Only if I have sufficient knowledge about the topics then only I will be providing replies. And moreover those topics which have good contents will be my first preference.
