That depends on what kind of Altcoin you're thinking of investing. Investing in Litecoin is not the same as investing in an Altcoin that is ranked 800th in CoinMarketCap. However, I prefer to invest in Altcoins, it is safer than an ICO.

A good point to detect a scam ICO is to evaluate how transparent they are by showing the team. If we don't see clear information about who makes up the team, we can really expect very little from that project.

Unfortunately, the time of the ICOs is over, which means that a large part of them are today vulgar scams or inconclusive projects. The times when investing in projects like Ethereum made you a millionaire, no longer exist, passed and I do not think they will return...
